First of all, the worst time to go to Japan is from June to early July, because that's the rainy season.
Aside from that, it depends on what you want to do and see.
If you go in March or April, you may be lucky enough to see the cherry blossoms in bloom. July and August tend to be very humid, but this is also a convenient time for many travelers, and the heat is certainly bearable! (I was in Japan from mid-July to mid- August).
September to October is one of the cheapest times to travel to Japan. The weather is good, too.
February is also a cheap time to travel. February is winter in Japan, but if you don't mind the snow, it is still very beautiful.

Japan is known to have a solid 4 seasons.
So spring is warm, summer is hot and humid, autumn the trees will change color and the wind will be a bit chilly, winter will be cold with snow dpending on the region you visit.
With that said, the weather in Tokyo is very similar to that of Virginia in the USA.
Spring
Mid March - Early June
Summer
Mid June - early Sept
Fall
Mid Sept - mid Nov
Winter
Late Nov - Early March

And I know it doesn't look so hot during the summer but you have to factor in the humidity. Think US Southern states and you'll get the idea.

Japan is particularly chilly in iciness. I used to stay in an area called Toyama the position the temperature used to pass right down to -8 ranges at nighttime in December. It snows a lot in a lot of places. Hokkaido is a lot chillier in iciness. yet Tokyo and the close by aspects at the on the spot are not so chilly in iciness compared to the different places. The temperature might want to be someplace in between 2 - 12 ranges. Have a contented adventure!! * i ask your self why might want to three human beings placed a thumbs right down to my answer after I easily have written something about my personal adventure...... strengthen up adult adult males!

Yearly? It's pretty much the same one year to the next.
The best time to travel to Japan is the same as with most other countries -- between the extremes of summer and winter, i.e., spring (April-May) and autumn (September-October).
