On premises or on site laundry means there are facilities present to do laundry on the property. Generally speaking, these are coin operated machines and there may be hours specified for access to the room. Contract laundry is generally a pick up and delivery service that charges either by the pound or the item. That is to say, washable items are charged by the pound and often described as "fluff and fold" which means they do not press the garments. Dry cleaned items are charged by the item, spotted, cleaned, pressed, starched and some contractors will even do minor sewing such as buttons. There is also "inside" laundry which means that there is a facility actually in the rental unit, either in a basement, garage or room within the structure that is individual to that unit and not coin operated.
Advantages to on premise laundry, you can save money by doing it yourself. Contract laundry is convenient, but more expensive.

When you are renting an apartment, they will say Laundry Room on premises, that means you have a laundry room in the building. I think thats what you mean
