Pretty much. When you lift to momentary muscle failure, your muscles develop thousands of microscopic tears in the fibers that are repaired during the 24 to 48 hours after strength training, assuming you're eating enough and getting a balanced diet. That's how muscle mass is increased. If you're constantly working out with weights that you can handle, you may be able to develop more strength and reduce body fat but there's no stimulus for your muscles to grow. See the difference?

For mass building, you want a weight where you can do 8-10 reps. Less then that will build mass, but is better for improving strength with current mass. More reps then that builds endurance.
