Humidity and sand boas don't mix. I keep my baby snakes in plastic shoe boxes, of the dozen sand boas I had last year, I lost one due to too much humidity. Sand boas are a desert species and do not have much (if any) humidity in their natural habitat. Maybe if I understood why you needed to make one I could tell you how, but for a sand boa it is a very bad idea.

How big is your boa? The plastic box with a hole is good for a bigger snake, but if it's small, use one of the "disposable" food containers, cut a hole in the top edge, put some media inside, pop the lid on, then turn it upside down. Snakes like to feel "enclosed" in the places where they hide, so don't go too big. For media, you can use moss or vermiculite (what is used to incubate eggs - it looks more like sand and holds moisture well, is inorganic so it won't mold, and can be found in garden supplies) or even moistened paper towels. You could also turn it upside down without the top on and mist the sand underneath. Main thing is to find something your snake is going to use!
