80's toy? Anyone know the name? A red seat, 2 handle bars, turn side to side to make you slowly start to move

For the life I can not remember the name, But it had a red round seat you sit in and use 2 handle bars to turn side to side and you slowly start to move. I remember they had commericals for them, it was probably around the late 80's. Someone said twist and turn, but that just doesn't sound right. Any Ideas???
