That would be someone that tries to justify a terrorist attack on a particular set of people.
Justifying terrorist activity is exactly what extremists do to recruit more terrorists.
This so called justification is nothing short of saying that you should kill people because of (fill in the blank).
It doesn't matter if they are attempting to justify domestic terrorism in the case of McVeigh or international terrorism by Muslim terrorist groups or even the abortion clinic bombings by Christian terrorist groups during the 70's and 80's.
A terrorist is a terrorist is a terrorist and there can be no justification of this.

I do believe I go with the majority view here.
How about this:
Who call our troops terrorist or dumb
Who call our troops cold blooded murders
Who call those who die in Iraq as wasted lives
Who had two of the most hateful anti-Christian blogger on their staff
Who believe that those who die in the WTC were all little Enichmans and deserved it
