No, certain conditions have to be in place.

Firstly, the sun must be behind you and unobstructed by cloud so that the light from the sun can fall on the rainshower in front of you. This allows the sunlight to be refracted and reflected by the raindrops, splitting the light into the spectrum.

Secondly, the sun cannot be higher than 42° in the sky. The lower the sun, the higher the rainbow so a rainbow at sunrise or sunset will be almost a complete semicircle but as the sun climbs higher in the sky, less and less of the bow is seen until at 42° it disappears. This limits rainbows to mornings and evenings in most places but they can occur at any time of the day in higher latitudes in winter when the sun does not get above 42°.

Hi. The rainbow forms with the Sun at your back. At Niagara Falls there is a rainbow but, again, the Sun has to be away from it.

Not usually. You need the right conditions for a rainbow to occur. When the sunlight passes through water mist in the air, if it passes through at just the right angle the light will split into its colors. Now you have to be looking at just the right angle to see it. So you need a couple of right conditions to catch the bow.

Not every time.
I have heard a saying though, "If it rains while the sun is shinning, the Devil is beating his wife."
I don't know where that originated, but I always think of it when this occurs.

I see cloud shadows as-well the huge thunderhead clouds that are above the hills,
cast their shadows on the ground throught the sun thats killer
What do you see in the clouds
