Although ultimately unsuccessful, the Police investigation of Jack the Ripper used many techniques, some of which were very innovative. These included:
Increased patrols
House to house searches
Pamphlet distribution
Undercover policemen
Crime scene photography
Rudimentary attempts at profiling
Bloodhounds (tested but not used)
Retinal photography (photographing the retinae of a murder victim--since discredited but considered a possibility at the time

Jack the Ripper, name given to an unidentified late-19th-century murderer in London, England. From Aug. to Nov., 1888, he was responsible for the death and mutilation of at least seven female prostitutes in the East End section of London. The victims had their throats slashed and their bodies mutilated in ways that revealed substantial physiological knowledge, perhaps medical training. Panic ensued, and the inability of the police to stop the crimes, coupled with the authorities' receipt of taunting letters signed “Jack the Ripper,” brought on scandal and eventual reforms. The murders ended as suddenly as they had begun; one school of thought is that a Russian sailor, the killer, left London. Over the years the killings have been ascribed to such varied persons as a doctor, a woman, a man in woman's clothing, a well-known painter, or a member of the nobility or even the royal family. The crimes have given rise to many novels, plays, and other dramatic works.

The police forces of England in 1888 were without the technology we have today, and so pretty much had to catch people in the act of committing a crime. The Metropolitan Police did experimenting with bloodhounds, but after a disastrous trial and a mocking from the newspapers, they abandoned this idea. Their main efforts came from questioning locals about suspicious sightings, which got them nowhere.

You should see the movie "From Hell"!
It is a movie about Jack the ripper with Johnny Depp as the main character. Great movie. Great DVD, too, with loads of extra material which will also answer your question in detail!
