Gosh, that is such a big question. It really depends. It depends on the kind of game you want to make, on how professional you want it to be (a flash game to amuse yourself and friends or a demo of a 'professional' game) and how you want it to look. If you want it to look 'professional' you are probably talking about a suite of programs that cost several hundred dollars.

The 360s XNA might be a good place to start. I haven't tried it myself but I've heard good things.

Dude, u know to make bomber man...remember that silly old game ? u need at least like 20 hours or so.....so imagine making a game like NFS or counter or half life, it takes a team of prgramers to make a game, they use many programs and high end video cards, and they dont use just a normal PC, they use a monsterous kickass pc...a bunch of PCs actually....its a very long and complicated process

There is a really good 3D game designer program called DarkBasic Pro it's a little pricey but it's a good program to get started on.
