It depends on whether you're talking Federal or State government. I'm assuming you mean Federal. U.S. Senators represent their entire state. They're not limited to certain districts the way state senators are. Each state gets to elect two U.S. Senators. The idea behind it was to make all states, large and small, equal in voting strength. The founders counterbalanced this with the House of Representatives, where population determined how many representatives a state could elect. This ensured that the minority couldn't outvote the majority. Since bills had to pass both houses, both those who wanted a legislature based on population, so states with more people had more votes, and those who wanted all states equal ( the smaller,or less populated states) were satisfied. Thank you Ben Franklin! (our two-house legislature was his idea).

While senators represent the whole state, often they will come from different areas in the state, and are seen as MORE representative of that state.

For years NY used to have a senator from the city and one that was from up state.

Here in KS, one of our senators, Robertson, was a congressman for years, before becoming a senator. His congressional district was from the west side of the state.

He is seen as being more representative of that area than the eastern side, which is where Brownback is from.

Senators represent their states. Everyone in the state votes for them, so they represent the whole state. Every state has two of them, even though some states have much less people than others.

Each senator represents the whole state. There is no real distinction between the two senators of a state, other than being two different people.
