Does anyone know what the name is of those scales that have a plate like thing on each side?

They are often referred to as 'balance', 'beam balance', 'pan balance' or 'mechanical scales'. I'll provide some links showing the different types:

I am not sure they have a name to themselves in general they are called balance scales. You can find apothecary, chemist and pharmaceutical balance scales just to name a few.
