It seems that other countries will take the lead in building the tallest building in the world. You would think that the freedom tower would be a good choice, but to build anything in the US is very expensive. You see other countries building taller building because of cheap labor and low cost.

Of course. It is always cheaper to "build up" than it is to "build out". At this moment there are airless rooms full of soulless accountants crunching numbers to find a formular that yields the greatest return on investment.
After considering every possible factor (labor, insurance, income, etc ad nauseum), they will find it.
It's economics and it involves making money.
