All states within the US extradite to each other. That does not mean that in every case, extradition is automatic -- in fact a prisoner has the right to contest extradition to another state, though it is a battle that is rarely won.

There are countries that do not have extradition treaties with the United States, and others that will not extradite someone to the US to face the death penalty even though they will extradite others. But within the US, every state agrees in principle to extradite to every other state.
