When starting a new website, you'll want to think about sever things before you begin. If it's a personal site, it'll be a lot easier. A Web 2.0 startup will be a lot harder. I'll approach from a personal site angle and if you need more information, let me know.

1. Decide what type of site you want to have. Make an outline of what pages you want on the site. Make a note of anything that would require functionality such as a contact form.

2. Design the general layout of the site. You can find a ton of free site templates online and just use one of those.

3. Are you going to use your own domain name? If so, head over to godaddy.com and grab a domain that suits your new site.

4. Choose a web host. I prefer unix hosting, but unless you're going to be adding a lot of functionality to the site, this shouldn't matter much. Look for a good deal with at least 99% uptime.

5. Learn HTML or get someone to create the site for you. Alternatively, several WYSIWYG (What You See Is What You Get) HTML programs out there that will let you create a site without much HTML knowledge.

That's about it.

Godaddy.com offers a feature called Website Tonight which will allow you to build a website and have it up and online in just a couple of hours tops. It only costs about $54.00 a year which includes hosting. Normally hosting would cost you $44.00 a year with Godaddy anyway so it's like getting the website for $10.00 a year! It's a steal if you want to have a website today!
