Breast reduction surgery is very safe nowadays. There is one company that is very famous in India that arranges Tummy tuck, Liposuction surgery for foreigners in India. i had one done 4 years ago and it was the best experience of my life. just be sure to wear a bra 1 size too small for your consultation to really show off the "cutting effect" on your shoulders. usually insurance companies have a minimum amount that needs to be removed and it must be deemed medically needed. they may require 5 years worth of medical records, make sure no doctor has said that your back pain (if you have any) is a direct result of the weight from your breasts or insurance will more than likely deny you. go to a reputable doctor not just the cheapest. and just take really good care of yourself
