Animals don't "get" the concept of glass. He sees the "outside" and wants out to explore it - he just can figure out why he can't get to it!

Although this is describing his actions using "human" feelings, it's basically what's happening. Breaded dragons are inquisitive by nature and love to explore. He may be bored in his tank - are there climbing branches, rocks, hides, etc. to give him some variety? Is his tank an adequate temperature (around 100o basking area, 75-85o rest of tank). Is it large enough for his size (20 gallon for a hatchling-juvenile, 55 gallon for adult)?

If it "waving" rather than "scratching" the glass, this is a sign of non-aggressive behavior ("Hi! I'm friendly! Come and play!").

Most animals associate actions with something that has happened to them. The scratching sound might trigger the response that he is about to be in danger or messed with in some way because that is what has happened in the past when he has heard the sound. Also, this sound might mimic a predator, although I'm sure your pet has been raised in domesticity. Good Luck!
