Hood Release cable broke 2000 Gran Prix!?

How, as graphically as you can, do I unlatch it?

You should be able to reach up from underneath and trip the latch manually. Pain in the butt though. Get a flashlight and scout it out first so that you know where you're reaching.

if the cable broke under the dash you may be able to grab what is left of the cable with pliers or vise-grips and pull the release.
