I have done that by going to " econsumer.gov " to complain about spyware from certain companies & it was all confidential. They file a report to their government data base which monitors such things as sites on the web with bad content. They assured me in a reply that those Cos. would not know who contacted them. You will need to fill out a form with nothing asked that is of a private nature. They just need some info to go on. I would try that. That is a good Gov. department.
