You shouldnt be able to get that close with the fan on top of it but yes it will get hot enuff to burn you! If you are refering to the cooling fins, thats the heat sink and helps to dissipate the heat, the actual processor which is under it gets even hotter.

Are you touching the processor itself, or just the heatsink?

The heatsink should get really warm, but too hot to touch is usually a bad sign. Most likely it is dust buildup or a failing fan.

Try cleaning the heatsink (thats the metal thing with all the fins) with some compressed air. If that doesn't do the trick, then the fan is probably not moving enough air across the heatsink.
A new fan would probably solve the problem.

CPUs get very very hot, if you've ever seen a video of a pentium 4 without any sort of cooling device... it explodes!

I hope you mean the heatsink is hot when you touch it. Every CPU should have a heatsink and a fan on top of it.

there is nothing wrong, it happens to every computer. If you keep your computer on for a very long time or work on many programs at once it is typical to get hot.
