Because of their evolutionary path.
Genetic mutations in the cow's dna never provided them with the ability to fly over the millions of years. And if it did, these flying cows were not better suited to surviving in their habitat than their land-locked counterparts and thereby they did not reproduce. This lack or offspring (assuming flying cows did, at one point in the history of life, exist) caused their genes not to be passed on and their genetic information to be lost forever. Never being passed on to another cow.

because they cant sing, cant dance, and they are too fat to fly. along with the lack of feathers, or feet that fit a limb, and would would really want one landing on the power line to your home?

Because they are stupid. My stupid dogs can't fly either. Odd, though, my stupid birds CAN fly. I guess it doesn't have to do with being stupid.
