Well you got many answers but here is something different. Water and many other liquids wet a surface when the contact angle is within some range. See a column of water and mercury in two identical capillary tubes. Water forms a contact angle with glass that is different from mercury with glass. And mercury doesn't wet glass! The surface tension of a liquid in general determines its wettability and where better wetting is desired, wetting agents are specifically added to water.

Detergents and soaps are actually wetting agents and improve the wettability of water and its cleaning action.

Not only water, many other liquids such as alcohol, acetone etc. wet our skins. See some good physics sites to get more information.

By definition, wet means:
covered or soaked with a liquid such as water; "a wet bathing suit"; "wet sidewalks"; "wet weather"

So, since water implies the liquid form of H2O:
Water is the chemical substance with the chemical formula H2O. Water is a colorless, tasteless, and odorless liquid at ambient temperature and pressure.

Then it's implicit that water must be wet.

Water is wet so that the fish don't die and so that we can eat them & scientifically it's wet because our sensations feel it and recognise it as wet. This is why water is wet.

Because it is a liquid. Any compound or molecule exists as either a gas, liquid or solid, depending upon its composition, and the effects of temperature and pressure. Water can also be solid (ice) or a gas (steam, water vapor).
