Having sex to prevent pregnancy is kind of an oxymoron...however, if you are looking to participate in the "rhythm method", the best time would definitely NOT be after a cycle. This is where everything is new and hormone levels are high. (still room for error with this method no matter how careful you are).
There are new devices sold over the counter that measure the woman's ovulation cycle. This may help. You can also try gloving up or she can take BC's/IUD/DEPO.

The best time would be a couple of days after your period. Still, you should use some form of birth control. Talk to your OBGYN about the pill or use a condom. The time of ovulation differs for everyone so don't take any risks without some form of protection. It is a lot better then ending up with a kid. Be careful.

Up to nine days before your period and after your period. Anywhere in between you could conceive. You should try using some form of birth control or don't have sex if you do not want to get pregnant. Also remember if you have more than one sex partner and you are not using condoms you are not having safe sex. Unprotected sex can give you an STD (sexually transmitted disease).

The best time is while using some form of birth control. My grandparents used the "rhythm method" and had 11 kids. The only thing that's good for is having, not preventing pregnancy.

Having sex isn't an effective way of preventing pregnancy. Use a reliable method of contraception!
Natural family planning (timing your cycle) can be very effective, but needs to be taught by a professional, and at least 6 cycles before it is effective. If you try to time it without doing it properly, pregnancy will soon follow!

Wear a condom or get on the pill

Yes their are peak times. (2 weeks after period) but in reality you can get pregnant anytime

I won't say do not have sex because in reality you probably already are but protect yourself and do not use the good old pull out method

Before period, when the ovulation discharge is gone. The best way to know is the temperature method, when it's highest that's when you're ovulating, when it's back to normal it's ok, about 5 days before the period.

About 11 to 14 days after your period is when you are ovulating, so doing it right after your period and right before is fine, you can buy ovulation test to know when you are so you can be protected, you can get like 20 sticks and its only 10 bucks or so.

there is no time that will best *prevent* pregnancy.

There is a higher chance of getting pregnant when you are ovulating though.
