motor trys to run but wipers don't move

If the motor is running and still not working I would say the gears are probably stripped.

Try grabbing a wiper blade and moving it with your hand (with the motor off). If it moves free, the arms are stripped out. Simply remove the arms and scrape the metal from the splines on the motor end. Reinstall the arm and torque properly. Done.
