It takes time for their llittle bodies to produce melanin and then it takes time for the melanin to settle in enough quantities to be noticeable.

Genetics- It's actually the pigments in a person's hair and eyes are light and oxygen responsive, and they get neither in the womb. So once a baby is born and those pigments get exposure, they begin to darken, lighten, etc. That's why people with blonde hair tend to get really blonde in the summer when they're out in the sun a lot. I don;t know about why the hair changes, but their eyes change color because the pigments for the other colors need light to develop and they do not get the light until after birth.
