The local workforce development center and ask help to find a job,would a city office like that help a teenager like me get employed?

Yes, most do. The number of jobs available might be severly limited by your age, but a bunch of them might be temporary jobs anyway.

You may be able to 16 is the age you can start working. Yes you can before that but I'm sure 16 is the age that there isnt any restrictions.
