A woman is never "100%" fully developed because woman are always developing. A good book to read about this is called "The Female's Brain." I can't remember who wrote it but it just recently came out. It goes through the develeopment of women at different stages of their lives (e.i. as a child they are growing both physically and emotionally, as a teenager their bodies are changing to become a women, as a mother the body adjusts to take care of her young, etc.)

for a girl to be fully developed into a woman depends on your weight and height for your age (some people in elementary school are smaller or much taller or seem older). It all depends on how healthy you are as well. To some degree, your genetics of your family line may have a bit to do with it.

the average age is 20 to 21 years old.... for a male it is around the age of 25... after that they stop growing.

1. Do you mean physical development or psycholgical? If you mean physical, it's at about age 16-17. If you mean psychological then it varies from person to person.
