either catch their eye. make it obvious you are waiting for them or put your hand up until one nods or catches u saying they have seen it and are on their way.

If they are ignoring you I've found that waving your arms about wildly and whistling generally works anywhere.

one way is to close your menu and look towards your waiter/waitress and they should come over to you and ask what you would like to order.
