not NOAA, no such thing as national weather center,

its National Weather Service.

oops there is a National Weather Center, but it doesn't issue the severe weather warnings anyways.

I'm not sure about where you live but here in Canada all weather warning are issued by Environment Canada which is a government agency.

The local NWS then that goes to the news,radio, other weather web sites, etc.
