You can try something absolutely silly and childish. Wear warm clothes, take a bottle of champagne, few candles, go to some local park (I hope you have one) or even your backyard. Kiss, jump in the snow, drink champagne, light the candles, hug each other...Make your blood moving hot! Then go to your warm, nice, cozy home, take a hot tab together, go to local, old restaurant, but with new, happy mood - celebrate! Then go home and make love on the...floor! On nice warm blanket or wool rug...and then right there watch a good romantic movie.
It's all up to you, you can make everything look like new and great, just put your mind into it and be more creative.

What about this plan! I am going to do this since i am in the same situation as yours.
1. turn on the music (preferebly romantic)
2. Decorate your house as if it is his b'day
3. Prepare some juices and snacks fo r him
4. Involve him for dinner preperation
5. Let the recipe be of your own (meaning both of you)
6. Once dinner is ready, make your dinner a candle night one.
7. Plan for some wine if you wish to.
8. Gift him with something at that time.
9. Make sure you dress in his favourite.
I bet this will help you in giving a good Vday. :-) Good luck

How about if you BOTH cook dinner together? Have some wine or beer or mix some cocktails and grill up some steaks or something? Roast some chicken? Follow a recipe out of a book? Put on some nice music instead of the TV and cook a nice gourmet meal together! The sex comes a lot faster when all you have to do is walk down the hall instead of driving all the way home!!!!!

I would say rent a movie that you know he's been wanting to see (even though it's a small town you probably have movie rentals available?), make him his favorite dinner (or order take-out if there is no time), maybe make him a cute home-made card, a coupon for a massage (from you, of course) and a night that will rock his world for at least a week, lol.
You could also draw him a nice bath (some men don't like baths, I know so this may be out) for before or after your V-day lovin'.

How about a nice candlelight dinner at home with soft music playing in the background and rent a nice romantic movie to watch together afterwards. Maybe even give each other a nice full body massage or something like that. You could even dance together to the music:)

I am making dinner for my babe. I made the dessert yesterday- chocolate tiramisu- I got the recipe from foodnetwork.com. Chocolate is a afrodisiac. I also plan on making Marsala Chicken. We talked about going for a walk after dinner and then watch a movie at home with a fire going and some wine.
Sometimes, even the most simple things are fund. I enjoy cooking for my hubby and he enjoys eating it- so we both win :)

Why not take a drive to the nearest bigger town that yours and eat supper there? What's the closest bigger town anyway, 20-30 minutes? I think it would be worth the cost of gas, just to do something different.

I would love just spending time with my husband - dinner even if it is the same old place, a movie, anything. Just being with the one you love should be it - I go for that more than spending money - as with so many people money is tight and my husband and I know the money can be spend better elsewhere.

I bought the old DVD "say anything" at wal mart for an at home movie - much less crowded.
Crackers cheese, popcorn, chocolate and strawberry cake will be most of the food.
Perhaps buy a DVD you'd like together.
