When I wanted to send her a Christmas gift a while back, she said that she can not receive gifts from the residents at the apartment complex where I live. But I always had a crush on this girl, and I really like her a lot. A Valentine's Day question for all of you is this: Should I surprise this girl with candy today before she leaves work? Why or why not?

No, it sounds stalker like to me, so it'll probably sound that way to her. If she wanted that type of attention from you, then she would have likely made an exception in your case concerning "no gifts from residents" policy during Christmas time, if there even is such a policy. It's more likely she made up this policy in hopes of warding off unwanted personal attention from you, and hoped to spare your feelings. Don't push her to telling you outright, unless you actually want it to come to that.
