it's not fair to phase the question like that.
not all men always look at women's top and not at the face.
while i admit to looking at the top, i always look at the face first.
most men have a thing about size(take a note of the way this is phased) this is not a case of all men.

Although we humans, might want to believe ourselves "civilized", there remains deep instinctual behaviors that are still part of modern humanity and reproduction, is one that drives our daily routines and attitudes.
Looking at women breasts is a way, for us men, to gauge, without thinking about it, if a woman is a suitable mother for our "descendants". It's a visual indicator that babies would be well fed.
Woman hips are also another visual factor that serves a similar purpose. Wide hips are a sign that a woman has a healthy womb, that she would be able to give birth to healthy babies.

Men are drawn to curves. Breasts, hips, butts, cars, baseballs, basketballs, beer bottles...the leather seats in a jag speedometers are curvey too. It all plays into a mans desires. Some things are marketed towards men just for this reason alone.

If a woman is secure enough to show her face, she doesn't have to hide it with her breasts (cleavage). It's like someone who carries themselves with their head held down wondering why nobody looks them in the eyes. You gotta respect yourself before you can even begin to request it from others.

Me, I tend to look at her "vaginal" area as all the curves lead to this centralized spot. I actually stare there.
The girls think I'm shy but I'm actually staring at this "spot". They obviously don't mind as they tawk to me for hours like this!
I am currently seeing a doctor for this disorder and also for "reverse cranial disorder" or butt checker for short.

what they think they can tell is
by lookin at women's breast, or top, which ever, they know the girls personality type, age, if they're single or not, and if they would be a great shag.
problem is that doesn't actually work

maybe because i have small boobs.
i think it's big boobs that attract attention like that.
anything unusual will draw a person's attention.
i have never noticed a man looking at my boobs insted of my face.
