The weather is fine anytime. There's actually usually less rain in the winter (during the northern hemisphere's summer). Most tourists go around New Years and Carnaval (February or March) or during the US-Europe vacation period in July-August. Many Brazilians take their holidays in January.

If you want to escape the crowds, go in the spring (October to mid-December) or fall (after Carnaval to May).
