He is stuttering, hesitating, and just plain confused with some of the words or statements he is making. I don't this he read his statement or the answers to the questions which others written for him. He just seems totally clue-less... more so today than I have seen in the past. I'm worried that means that something bad is going to happen very soon.

Bush's terrible speeches accurately reflect his intellectual capability. They reflect how and what he thinks. His terrible speechs articulate perfectly his disordered and delusional mind.
Even when his speech writers prepare good lines for him, his smirking, skulking, used-car-salesman manner betrays the fact that not only does he not believe the platitues coming from his mouth, he doesn't even know what they mean.

I believe it is caused by dementia or crack cocaine abuse. When he ran for governor of Texas, he was as articulate as Barak Obama is.

I think the speech that he's giving today is pretty articulate and well-prepared actually, and he's answering the follow-up questions well. I give it 2 thumbs up.

Depends on what you think is terrible - content, delivery, etc.
If you are at issue with his delivery, he never has been a great orator. If you are at issue with content then blame his speech writer. If you are at issue with his politics, then blame yourself.
