How do I become an actress? I know the move to LA is in there, but what else. There's auditions, what do I do in auditions? Do I need an agent? How do I get an agent?

I suggest you start out with some acting classes and if you've already done that then I would keep a coach handy. Some people want you to do a cold reading (meaning you don't get to rehearse before you read a part) and some people have you do a monologue. You usually only get about 1 to 2 minutes. Make sure you've got good dramatic and comedic monologues worked up. Get a high quality headshot done, you have to have them and usually a 3/4 shot is best (head/torso) so they can remember what you look like. Don't do anything overly sexy because it just makes them laugh (i.e. wearing a bikini in the shot). Make sure you know your 'type'. They will type you in the movie/television industry so know if you're a character actor or an ingenue etc. and have age appropriate monologues prepared (you should figure out a feasable age range for yourself, a coach/acting teacher can help with this). Don't get suckered into getting an agent too soon. You can send your resume/headshot to reputable companies but don't expect immediate phone calls, you have to be persistent. Get yourself into some type of theatre work so that you have something to put on your resume. This can be volunteer work as well as professional.
I hope some of this advice works. It's a tough profession and you have to be persistent. Good luck.

Moving to New York would be ideal...Hollywood doesn't have many auditions nowadays, and they are mainly scams.

Get some acting classes. If you go to New York, you could try to get into Julliard. If you go there, you're pretty sure to start your career.

Yes, you do need an agent. I don't know how, as I got mine after being referred by a friend.

As for the auditions, it depends. You sing, dance, or act...whatever you're auditioning for.

Take acting classes for 10 or 12 years. Perform in Community Theatre in your city so you can build your resume with "lead" acting roles. After that you can consider going to Los Angeles.
