No. Vinegar will change the freezing point but adding more water to ice is like adding fuel to fire. It won't improve the situation.
Sprinkle Calcium Carbonate pellets- rock salt works also but can be deleterious to concrete & brick.

They should have rock salt at any Walmart or something right in front when you walk in. Just sprinkle some on the ice and in about a half hour or so, the ice should melt.

Put alot of salt on your step. Salt get rid of salt all the time.

place a 1/2 raised mat on your steps, it will still ice up, but will provide traction.
Try to cover the steps to prevent ice from forming on them in the first place.
