When you pay for a service or product and never receive it.

Quite simply:
An online con to trick users into giving up financial and personal information, which can therefore later be used to steal money and identity fraud.
A common example is fake emails from fake web pages and companies offering "free" items for filling in forms.

if it looks to good to be true, it most likely is...

A scam is something fraudulent someone does to you to get something from you (usually money).
