Yes, you can get a job anywhere when you are fourteen, it might require a work permit or something but I've worked with plenty of fourteen year olds. The best thing is that they get to leave early.

In general no. But there are exceptions. Such as if it is a family owned business and you are a member of the family. Or in some states if your parents apply for a work certificate for you.

i bet different states have different policies. I have a lot of friends who got jobs at 14. all you can do is ask. another place to try would be grocery stores... as a bagger or cart collector they seem to hire pretty young where I live. good luck
