Is there a legal reason, or a tax incentive or something?

It's a legal thing to prevent people from trying to turn them into actual money without making a purchase. It is illegal to sell coupons because they are technically property of the manufacturer who issues them and not the recipient.

Those folks selling them on eBay are breaking the law and have been able to do so through a loophole (I'm not getting into what that loophole is) but either way, it's certainly unethical.

LOL I have wondered this myself! People still sell coupons on Ebay and such for a lot more than 1/100 of a cent!
