He is not returning. Rock has said continuously in interviews that he's done with WWE and wrestling and that his focus is solely on acting. His profile was officially removed from WWE.com a few days ago.

The Rock hasn't wrestled for almost 5 YEARS! (wrestling once or twice a year doesn't count). If anything he is try to DISTANCE himself from wrestling because he is embarrassed to be associated with him unlike the WWE who are still trying to cash in on him by selling his merchandise and keeping fans thinking that he's coming back.
