1 of my tires is locked up on my 4 wheelr and its liek 14 degrees farhenite here how can i get it unlocked up so i can go ride?

If you know that the problem is actually due to freeze up from the cold the quickest thing you can do is pour a bucket of hot water on the wheel then start riding it quickly before it freezes again. Keep riding till it dries off and hopefully you can find a warmer place to park it.

Always give year, make, engine size and model # when asking questions. We need all of that info to give an informed answer.
This way we'll know if it has disc or drum brakes - 2-4 wheel drive - 4 wheel independent suspension.
After knowing that info, which wheel. The front or rear will make a difference.

you're gonna have to pressure wash the stuck tire with automatic transmission fluid unless maybe you can tow it behind a truck and un-sieze it that way.
