I think that the smallest size underwire bra is an AU 8A cup.
Then there are crop tops which women with even smaller breasts wear to hide their nipples and I suppose to feel a bit more womanly.

A standard range probably goes from about 32AA to 38DD. Most sizes outside of that range are specialist. Some ranges only go between A and D. It depends where you shop.

32AA is the normal description of a bra that's just there to cover a chest with no significant development.
