They just want to make it seem more acceptable. It means the same thing. This goes on everywhere. Sometimes it's a good thing when it's about calling people names that aren't insulting. Sometimes it's just marketing and salesmanship- as in the case you mentioned of pre-owned phones. Frankly, to me "pre-owned" isn't any better!
