If you are nice to people and interested in what they have to say, they will warm up to you. Be approachable. You also have to go over to people sometimes and start a conversation and not wait for them to notice you.
You can not make friends fast, but you can meet new acquaintances this way. If you find these new acquaintances interesting and fun and they feel the same way about you, and you treat these people well (the way you want to be treated) then they could develop into friendships.

Say "hi" and introduce yourself; ask what their name is.
Maybe if you're in the same club at school or something, you at least have the same interests, so that's a starter to talk about.

I've made TONS of friends thru www.myspace.com I know it sounds cheesy to make friends on the internet but you can search for people who are local and thats exactly what I did. I've met them in real life and now some of them are my VERY close friends. Good luck to you!
