Sounds like a question for couples counseling. Communication is the foundation for any kind of relationship.
Another way is to find a couples self-help books that uses a series of structured questions that you discuss together. That way he can address issues he has with you while you address issues you have with him. This will feel much more shared and much less like a personal attack.

Be blunt. Tell him he talks to much and give it a rest. If you don't come out and tell him, he may never get the message. To many people beat around the bush for to long. Blunt gets the job done.

I know people like that - talk to him about it or leave him if it annoys you that much. I used to know someone who would phone me and talk non-stop for 2 hours about what had happened to him that day. Once, when we were on the phone, I went to the bathroom for 5 minutes and when I came back he hadn't noticed I'd been gone. I felt like jumping out of the window.

I feel your pain. without being rude or obnoxious, there's not much you can do. What I do is that while he's talking, after about twenty minutes or two minutes, I just grab him and kiss him. He shuts up for a few minutes and I enjoy it too.

The answer is obvious!!!
Right in the middle of a long speech stick something in his mouth that he cannot resist and keep it in there.

they should move this section so that you have to click on it in order to view questions instead of them being listed with all the other subjects for heterosexual people to be faced with everytime we scroll for questions to answer.
And in answer to your question...just tell him to shut up once in a while.
