Because that's the only frame in the whole damn tape that shows what REALLY happened (the F-16s came in, uncloaked, shot up the towers, and cloaked again real quick before the next frame - btw, cloaking is an alien technology.)
Probably the material it was recorded on got scratched. Could be that it was reproduced badly. Could be any number of technical issues. I highly doubt it was any kind of conspiracy simply because I can't think of anything that would be visible on that frame that wouldn't be visible on the frames preceding or after it. At least nothing that would show incriminating nefarious intent. A hundredth of a second is like a blink. You really don't miss much when you blink.

Your assumption appears to be that the security camera was set so that it could record images in an extremely quick manner. Not all cameras are designed or set so that they can catch miliseconds of imagines. OF COURSE very small sections of tape will be "missing."
Your greater (or, rather, worse) assumption is that anything that does not align with your silly conspiracy theories ("What is on that frame that they don't want us to see?") must stem from dishonesty or corruption. Naturally, you don't have a drop of evidence for that belief.

someone thought it was funny to bare their backside out of a window....unfortunately George didn't see the funny side of Mr Rumsfield's joke.....and still has shrapnel lodge in places that make it really difficult for him to take a sh*t.....
so doctors instead performed key hole surgery to enable George to sh*t safely...sadly, all that sh*t now comes out of his mouth....but you ain't surprised.
