it is meant for the blind people.with the help of the dot they can figure out that it is 5 that they are touching and can locate the rest of the keys by that

The key markings are not just for blind people they are for "touch typists". If you are copying from a hand written document you can know that your fingers are on the right keys even if you never look at the text you are typing. Same is true for accountants adding lists of numbers.
