Hey, don't complain. Hissing cockroaches help block out the noise that neighbors make. Sewer rats help scare off burglars. Especially the ones with the big teeth.
What's the big deal?

i doubt it, unless infestation is caused by landlord (ie leaving large pile of garbage in common area that attracts the vermin). I never know that roaches hissed

No. Maintaining the hygienic conditions of the rental property is the tenants responsibility. You can either move to another apt or keep the one you have clean.
