I lived and freelanced in Dubai for a year. I've met a few European and Canadian designers trying to break it into the local market. A few were successful. However, Dubai is a good place to make a name for yourself. The city is lagging behind with arts & culture (music, plays, etc.), but people are looking for it.
There is so much money puring into the city and luxury building going up there is a real need for quality desingers of all sorts.
And most important, Dubai has a great social and night life scene and women love to look their best. It's an imperative.
Usual a newly arrived artist or designer would team up with a local magazine or photograher. Most of this comes through contacts. Building relationships in Dubai is critical for success. I've seen it over and over.

www.dubaimediacity.co.ae -- many publishers and designers have offices in dubai media city. Check the directory listing companies located here. Your brother might be able to entice a publisher to take up his story and publish his work.
