Sure it is. Most of my herps live on paper towels, newspaper. It will be fine until he is an adult then give him sand. Paper towels are an ideal substrate. Cheap, easy to clean up, and sanitary also. But make sur once in a while is about 2 a week because p towels are absorbant, pee will dry up and can develop bacteria after a couple days. So change frequently. They are a buck a roll so don't cheap out.

Some herp keepers prefer paper towel as their permanent substrate. So I know it can be done, personally I don't really like the idea much, but it is very easy to maintain. My beardie LOVES digging and has since she was young, she would have just torn it to shreds. But beyond that, I think the first answer here is really the best. Well actually she wasn't THAT young when I got her, 6 or 7 inches I got her from someone else who "didn't know her age".

Mine girl has always had sand has her substrate (digestable and calcium supplement), I use a fine mesh kitchen strainer and clean her sand like you would a litter box 2x a week. Plus washing everything else every two weeks. I'm sure someone somewhere will have a heart attack about that, but there you go. She's 15 inches long now and lays eggs all the time.

Not only is it ok but it should be recommended for all baby reptiles. Perticle substrates can be tough on the insides of young reptiles and paper towels are easy to change out to keep the cage clean or you could go with paper bags from the grocery store cut to fit with the print side down.

It would be ok for awhile, but make sure he doesn't eat at it. I had a piece of outdoor carpet in my Beardie's tank until he was old enough to have sand. I had two pieces and would wash the one in the tank every week and use the other until it was time to do it again. It was very easy actually.
