You should research the Drake equation. Carl sagan wrote alot about this term, which is also a term in the equation. The Drake equation has to finding the probability of life anywhere in the universe. The term is very contraverial so I don't want to try to sway you one way or another. Personally I believe honey bees are forms of cosmic intelligence. Carl Sagan would beg to differ so its best you read up, but thats a start. Hope it helps.

Cosmic intelligence must be a universe that has developed the capacity to become aware of itself.
We [and other intelligent entities] seem to be the eyes and ears of the universe.
If it wasn't for us the universe would be a mindless evolving beast that would seem to be a useless waste

according to buddism , the wisdom is one .it is spread over whole universe. why humans regardless of the difference of race and culture have something in common because we all came from this wisdom . why humans find beauty in trees flowers stars moon . because these all also came from this wisdom. we all are one of the whole . so if we find intelligent extrateristrial, we can communicate each other with no difficulty.

cosmic wisdom is mystery , the ordinary we cant understand it. one of the goal of buddist is to understand this.
